What is it?
The Human Services Transportation Coordination project is an effort to bring together transit, social service agencies, transportation providers, and other community providers to improve transportation for people with disabilities, seniors, and people with limited incomes in Oahu, HI. Why Coordinate?
Developing partnerships across agencies to improve transportation can be difficult to do, but can also reap great rewards. Coordinated transportation projects across the nation have led to service improvements and efficiencies, increased access to community services and activities, and more funding for accessible transportation.
Another good reason to coordinate is that the federal government requires it. Before distributing specific grant funds, the Federal Transit Administration requires communities to have a Human Service Transportation Coordination plan.
Who's Doing the Work?
The City and County of Honolulu Department of Transportation Services has contracted with FLT Consulting, Inc. and Innovative Paradigms to facilitate the planning and to manage the implementation of demonstration projects.
The plan will include an inventory all of the transportation providers on the island, identify the transportation gaps and needs, and outline potential coordination strategies. Prioritized demonstration projects specified in the plan will be implemented after the plan adoption. A policy committee and technical committee of social service agencies and transportation agencies are currently being formed to oversee the work of the consultants.
When?
This is a 2-year effort. The planning time frame is between October 2008 and March 2009. The implementation of demonstration projects will occur between April 2009 and September 2010. See timeline.
How to Participate?
Many opportunities are available for you to share your thoughts on transportation needs and coordinated strategies.
- November 2008 - Four (4) town hall meetings were held in four (4) locations on Oahu: Aiea, Waianae, Wahiawa, and Hauula. Click on a location to download a flyer for more information.
- November-December 2008 - Three focus groups were held with service providers that work directly with people in need of transportation services.
- Ongoing - Consultants are interviewing several dozen agencies that provide transportation services.
- Ongoing - Online surveys will be posted on the website during the project period, providing an ongoing opportunity for people to help identify transportation needs and comment on the plan and demonstration projects.
